St. Mary Parish Sheriff Mark Hebert advises that over the last 24-hour reporting period, the Sheriff’s Office responded to 59 complaints and reports the following arrests:
Tanya L. Naverre, 37, 1837 Arizona Street, Baton Rouge, LA was arrested on March 20, 2017 at 8:12 am for the following warrants:
- Warrant for failure to provide notification as a sex offender
- Warrant for failure to pay annual registration fee as a sex offender
- Warrant for failure to obtain a special identification card as a sex offender
- Warrant for failure to appear on the charge of failure to register and notify as a sex offender
Naverre was convicted of carnal knowledge of a juvenile in St. Mary Parish in 2003. A detective with the St. Mary Parish Sheriff’s Office Sex Offender Compliance Section found that Naverre failed to meet state requirements for registered sex. Naverre turned herself in to the detective at the St. Mary Parish Sheriff’s Office in Morgan City after learning of the warrants for her arrest. Naverre was transported to the St. Mary Parish Law Enforcement Center for booking. No bail is set.
Salvador J. Francois, Jr., 19, 118 Natalie Lane, Patterson, LA was additionally charged on March 20, 2017 at 9:46 am with illegal possession of stolen things. Francois was arrested on March 9, 2017. That arrest can be read here. During a search of his person, the deputy located a ring in Francois’ pocket matching the description of an engagement ring that was reported stolen out of a vehicle in Patterson. Through investigation, a detective positively identified the ring as the stolen item and obtained a warrant for Francois’ arrest. Francois remains incarcerated. No bail is set. The engagement ring was returned to the owner.
Mervin Miller, 30, 203 Labau Street, Baldwin, LA was arrested on March 20, 2017 at 10:52 am for domestic abuse battery. A deputy was flagged down in Baldwin and given information regarding a domestic disturbance that occurred outside a residence. The deputy collected evidence that Miller struck a female victim in the face during an argument. The victim had a small cut on her face as a result of the encounter. Miller was transported to the St. Mary Parish Law Enforcement Center for booking. Bail is set at $1,500.
Corey P. Giroir, Jr., 39, 115 Laura Drive, Patterson, LA was arrested on March 20, 2017 at 12:59 pm for violation of the parish ordinance governing the confinement of animals. A deputy responded to an animal complaint at a residence in Patterson. After speaking with the subjects involved, the deputy determined that 2 dogs got loose and chased a male victim. Giroir was identified as the owner of the animals. He was released on a summons to appear in court on June 13, 2017.
Matthew Strubb, 19, 1803 Canal Drive, Franklin, LA was arrested on March 20, 2017 at 1:10 pm on a warrant for illegal possession of stolen things. With the assistance of the Assumption Parish Sheriff’s Office, a detective recovered a 4-wheeler in Pierre Part that was reported stolen from Franklin. Through investigation, the detective positively identified Strubb as the suspect who had possession of the vehicle and obtained a warrant for his arrest. A deputy assigned to the Warrants Section located Strubb on Cynthia Street in Franklin on the warrant. Strubb was transported to the St. Mary Parish Law Enforcement Center for booking. Strubb was released on a $1,500 bond.
Charles Milton, Jr., 38, 312 Seventh Street, Franklin, LA was arrested on March 20, 2017 at 5:31 pm on a warrant for failure to appear on the charge of criminal neglect of family. Milton turned himself in at the St. Mary Parish Law Enforcement Center. Bail is set at $500.
Jose Bibian, 30, 156 Lenny’s Lane, Amelia, LA was arrested on march 20, 2017 at 1:54 pm on a warrant for domestic abuse battery, 3rd offense. The warrant was issued following an investigation into a report received in March of domestic abuse that occurred in the Amelia area. The deputy found evidence that Bibian struck a female victim causing bruising on her arms, legs, and abdomen. Bibian has been previously arrested for domestic abuse in 2011 and 2016. A deputy located Bibian at a business in Amelia on the active warrant and transported him to the St. Mary Parish Law Enforcement Center for booking. No bail is set.
Heather Guillory, 37, 203 Aristile Road, Bayou L’Ourse, LA was arrested on March 20, 2017 at 8:01 pm on a warrant for failure to appear on the charges of possession of hydrocodone, possession of a Legend Drug without a prescription, and texting while driving. During the booking process at the St. Mary Parish Law Enforcement Center, a correctional officer located the active warrant for Guillory. Bail is set at $10,000.
Ricky D. Pillaro, 61, 810 First Street, Morgan City, LA was arrested on March 20, 2017 at 11:40 am for driving with a suspended license, no proof of insurance, and improper lane usage. A deputy patrolling US Highway 90 in Morgan City and Amelia observed a vehicle traveling over the white line of the roadway and onto the shoulder multiple times. The deputy conducted a traffic stop in Morgan City and spoke with the driver who was identified as Pillaro. The deputy found that Pillaro was operating the pick-up truck with a suspended driver’s license and without insurance. Pillaro was released on a summons to appear in court on June 13, 2017. During the traffic stop, a Morgan City Police Officer arrived to assist and informed the deputy of an active warrant for Pillaro through the Morgan City department.

Austin Adams, 17, 222 Haney Street, Patterson, LA was arrested on march 20, 2017 at 6:23 pm for possession of Schedule I (marijuana) with intent to distribute. The K-9 Unit along with a St. Mary Parish Sheriff’s Office reserve deputy conducted a traffic stop on US Highway 90 in Bayou Vista. The detectives and deputy made contact with the occupants of the vehicle including a passenger identified as Adams. While speaking with Adams, he admitted to the deputy that he had marijuana. The marijuana was recovered from his pants pocket. The detective then collected evidence that Adams was selling the marijuana. Adams was transported to the St. Mary Parish Law Enforcement Center for booking. No bail is set.
