Arrest Report, April 3, 2019

St. Mary Parish Sheriff Blaise Smith advises that over the last 24-hour reporting period, the Sheriff’s Office responded to 40 complaints and reports the following arrests:

 

Carmel James Triggs, Jr., 37, 806 Tall Timbers Lane, Patterson, La., was arrested on April 2, 2019, at 11:22 am on warrants for failure to pay annual registration fee, failure to provide notification as a sex offender, and duty of offender to notify law enforcement of change of address.

Triggs was located by deputies in the area of Park St. in Patterson, La. He was informed of the above-mentioned warrants. Triggs was transported to the St. Mary Law Enforcement Center for booking. No bond has been set.

 

Kenneth Wayne Rollins, 29, 113 Diane Lane, Patterson, La., was arrested on April 2, 2019, at 2:05 pm for fire-raising in a correctional facility.

Deputies received a report concerning a fire inside one of the dorms at the St. Mary Parish Law Enforcement Center. Upon further investigation, it was learned that several inmates were gathered around a table inside a dorm with a small fire underneath. Inmates were attempting to cook food on the table top. The fire was quickly extinguished and the deputies were able to identify as Rollins as a suspect. After speaking with Rollins, he admitted to starting the fire with batteries from the TV remote, resulting in the above-mentioned charge.

 

Kendell James Williams, 36, 209 Thomas St., Franklin, La., was arrested on April 2, 2019, at 7:25 pm on a warrants for failure to appear on the charges of possession of cocaine, resisting an police officer with force or violence, possession of an open alcoholic beverage in a motor vehicle, general speed law 38/25, possession of cocaine, possession of an alcoholic beverage in a motor vehicle and failure to stop/yield.

Williams turned himself in at the St. Mary Parish Courthouse on the above-mentioned warrants. Williams was transported to the St. Mary Parish Law Enforcement Center for booking. Bond was set at $5,000.

 

Charlie Dionel Kelly, Jr., 40, 425 Tiffany St., Patterson, La., was arrested on April 2, 2019, at 8:48 pm for turning movements and required signals, possession of schedule I drugs (MDMA), possession of marijuana, and possession of drug paraphernalia.

A deputy was patrolling the area of US 90 West near Cotton Rd. in Patterson, La., when he observed a vehicle make a lane change without using a turn signal. A traffic stop was conducted and the driver was identified as Kelly. Kelly appeared to be nervous while speaking to the deputy. Kelly was asked if any illegal narcotics were inside the vehicle, at which time he answered no. K9 Vickie was deployed to conduct an open-air sniff. K9 Vickie was alerted to the presence of drugs in the vehicle. Deputies conducted a search of the vehicle and found the schedule I drugs, loose marijuana, and drug paraphernalia. Kelly was arrested and transported to the St. Mary Law Enforcement Center for booking. Bond has been set at $5,000.

 

Toni D. Badeaux, 61, 120 Michael Dr., Franklin, La., was arrested on April 2, 2019, at 9:40 pm am for leash law.

A deputy went to speak with Badeaux about an incident that happened on March 24, 2019, involving her dog running loose in the neighborhood. Badeaux was issued a summons to appear in court on July 29, 2019.

 

Takesha Sharraze Brown, 37, 102 E. Long St., Baldwin, La., was arrested on April 2, 2019, at 10:02 pm for driving under suspension.

A deputy was traveling west on Highway 182 near Irish Bend Road in Franklin, La., when he observed a vehicle in front of him with a left tail light out. The deputy conducted a traffic stop and the driver was identified as Brown. A background check revealed her license was suspended. Brown was issued a summons to appear in court on July 29, 2019.

 

Roger A. Valma, 37, 201 Lacy St., Franklin, La., was arrested on April 2, 2019, at 11:02 pm for no headlights, no insurance, switched license plate/stolen license plate, and no driver's license.

A deputy was stationary watching traffic on Highway 182 near the Baldwin Bridge when he observed a vehicle traveling eastbound have only one working headlight. The deputy conducted a traffic stop and the driver was identified as Valma. Upon further investigation, it was learned that the license plate was switched.   A background check revealed Valma had no insurance and no license. Valma was issued a summons to appear in court on July 29, 2019.

 

Tyjuandre Darrell Harris, 22, 502 Fredrick Ln. #2, Baldwin, La., was arrested on April 2, 2019, at 11:23 pm on warrants for failure to appear on the charges of contributing to the delinquency of a juvenile and second-degree cruelty to a juvenile.

Harris was located at Orphan's Home Road Mobile Home Park in Baldwin, La, on the above-mentioned warrant. Harris was transported to the St. Mary Parish Law Enforcement Center for booking. No bond has been set.

 

Oscarnique Nijreel Toups, 22, 141 Friendship Alley, Amelia, La., was arrested on April 3, 2019, at 12:22 am on a warrant for failure to appear.

A deputy was patrolling the area of Friendship Alley in Amelia, La., when he observed two subjects standing in the roadway. The deputy made contact with both subjects. A background check on Toups revealed the above-mentioned warrant. Toups was transported to the St. Mary Parish Law Enforcement Center for booking. Bond has been set at $320.

 

NARCOTICS SECTION

 

Russell Thomas, 37, 1208 Carmen St. Apt. #3, Patterson, La., was arrested April 2, 2019, at 5:51 pm for the following charges:

  • possession of schedule II drugs with the intent to distribute (crack cocaine)
  • manufacturing of schedule II drugs (crack cocaine)
  • possession of schedule II drugs with the intent to distribute (powdered cocaine)
  • possession of schedule I drugs with the intent to distribute (MDMA)
  • violation of CDS law in a drug-free zone (library and school)
  • transactions involving drug proceeds
  • possession of a firearm in the presence of CDS
  • possession of a firearm by a convicted felon
  • obstruction of justice
  • resisting an officer and possession of drug paraphernalia.

Narcotics detectives along with the assistance of the Patterson Police Department executed a search warrant at 1208 Carmen St. Apt. #3 in Patterson, La. Upon arrival, detectives encountered Thomas in front of the apartment.  While attempting to detain Thomas, detectives observed Thomas throw crack cocaine.  Thomas was detained after a brief struggle. Detectives conducted a search of the residence and found crack cocaine, powdered cocaine, and MDMA pills, along with several items of drug paraphernalia. Detectives also recovered $3,308 in cash, and a 12 gauge pistol grip shotgun. Thomas' residence is located less than 2,000 feet from a library and a school. Thomas is also a convicted felon which prohibits him from possessing a firearm. Thomas was transported to the St. Mary Parish Law Enforcement Center for booking. No bond has been set.
