Arrest Report- July 31, 2019

St. Mary Parish Sheriff Blaise Smith advises that over the last 24-hour reporting period, the Sheriff’s Office responded to 36 complaints and reports the following arrests:

 

Todd Rodriguez, 56, 1709 Highway 83, Franklin, La., was arrested on July 30, 2019, at 11:26 am for battery-simple.

Deputies made contact with Rodriguez at a residence on Highway 83 in reference to an active warrant for Rodriguez’ arrest. Rodriguez was transported to the St. Mary Parish Law Enforcement Center for booking. Rodriguez was released on a $2,500 bond.

 

Joseph Louis Estay, 49, 5806 Highway 182, Patterson, La., was arrested on July 30, 2019, at 8:08 pm for domestic abuse battery by strangulation and driving under suspension.

A deputy responding to a complaint was advised that a male subject had left the scene in a vehicle heading towards Highway 90. Moments later the deputy conducted a traffic stop on that vehicle and made contact with the driver, Estay. Through the investigation, the deputy learned that Estay had committed a battery on a victim and was driving with a suspended license.  Estay was transported to the St. Mary Parish Law Enforcement Center for booking. No bail has been set.

 

Ashley Johnson, 20, 310 Locket Road, Franklin, La., was arrested on July 31, 2019, at 12:10 am for possession of marijuana and possession of drug paraphernalia.

A deputy patrolling the area of Highway 182 near LA 670 observed a vehicle cross the fog line.  The deputy conducted a traffic stop and made contact with the driver, Johnson. The deputy smelled the odor of marijuana emitting from the vehicle and through the stop, drugs and drug paraphernalia were located in Johnson’s possession. Johnson was arrested and released on a summons to appear on October 16, 2019.

 

NARCOTICS SECTION

 

Louis Concienne, Jr., 48, 106 Natalie Lane, Patterson, La., was arrested on July 30, 2019, at 5:53 pm on the following charges:

  • Possession of schedule II (meth) with intent to distribute
  • Possession of schedule I (THC oil)
  • Transactions involving drug proceeds
  • Possession of drug paraphernalia
  • Violation of CDS law drug-free zone (church)
  • Possession of a CDS in the presence of a minor

Narcotics detectives with the SMPSO investigated the sales of methamphetamine at 106 Natalie Lane. During the investigation, detectives obtained a search warrant for the residence and upon executing the search warrant they made contact with Concienne. Drugs and drug paraphernalia were found in the residence and Concienne admitted to selling the drugs for some time. Concienne was transported to the St. Mary Parish Law Enforcement Center for booking. No bail has been set.
