Arrest Report, December 23, 2019

St. Mary Parish Sheriff Blaise Smith advises that over the last 72-hour reporting period, the Sheriff's Office responded to 93 complaints and reports the following arrests:

 

Charleston Hakeem Morgan, 26, 209 Cedar Street, Franklin, LA, was arrested on December 20, 2019, at 3:22 pm on a warrant for failure to appear on the charges of vehicular negligent injuring and operating a motor vehicle not covered by security.

A deputy made contact with Morgan when he transported Morgan to the St. Mary Parish Law Enforcement Center from another agency. After confirming that the warrant was still active, the deputy transported Hunt to the St. Mary Parish Law Enforcement Center for booking. Morgan was released on a $5,000 bond.

 

Linda Gayle Franks, 65, 101 Yellow Bayou Road, Franklin, LA, was arrested on December 20, 2019, at 3:45 pm on the following charges:

-        Possession of CDS (drug-free zone)

-        Improper lane usage

-        Turning movements and required signals

-        Possession of schedule II drugs (methamphetamine)

-        Possession of legend drug without prescription (8 counts)

-        No insurance

-        Possession of drug paraphernalia (drug-free zone)

-        Possession of schedule IV drugs

A deputy was patrolling the area of Centerville when he observed a vehicle fail to give a proper signal before making a turn.  The deputy conducted a traffic stop and made contact with the driver, Franks. During the stop, dispatch advised that Franks didn't have insurance on the vehicle. The deputy obtained permission to search the vehicle and through the search, drugs and drug paraphernalia were found. Franks was transported to the St. Mary Parish Law Enforcement Center for booking.  No bail has been set.

 

Shane Calvin Theriot, 47, 216 Sanraen Street, Charenton, LA, was arrested on December 21, 2019, at 2:45 am on a warrant for disturbing the peace by fighting.

A deputy was dispatched to a local business in Franklin in reference to a medical situation. While at the business, the deputy made contact with Theriot, who held an active warrant for his arrest. Theriot was transported to the St. Mary Parish Law Enforcement for booking. Theriot was later released on a summons to appear in court.

 

Lashown Joseph Phillips, 48, 929 Chitimacha Trail, Charenton, LA, was arrested on December 21, 2019, at 1:23 pm on a warrant for failure to pay annual registration fee.

A booking deputy made contact with Phillips when he was brought to the St. Mary Parish Law Enforcement Center by a Baldwin P.D. officer on an active warrant. Phillips was booked on the warrant and incarcerated. Phillips was later released on a personal surety.

 

Brandon Joseph Romero, 36, 115 Gibbs Road, Franklin, LA, was arrested on December 22, 2019, at 10:37 am for leash law.

A deputy was dispatched to a residence on Gibbs Road in reference to an animal complaint. Upon arrival, the deputy made contact with the complainant who stated that two large dogs were running loose on the street. Through the investigation, Romero was identified as the owner of the dogs. Romero was arrested and released on a summons to appear on March 11, 2020.

 

Raymond Terry Chapman, 39, 316 Elm Street, Centerville, LA, was arrested on December 22, 2019, at 10:34 am on the following charges:

-        Driving under suspension

-        Possession of drug paraphernalia

-        Possession of heroin

-        Possession of methamphetamines

-        Obstruction of justice-aggravated

A deputy was patrolling the area of Roy's Lane and Highway 182 in Centerville when he observed a vehicle being driven by Chapman, who he knew had a suspended license. The deputy conducted a traffic stop and made contact with the driver, Chapman. During the stop, drugs and drug paraphernalia were found. Chapman was transported to the St. Mary Parish Law Enforcement Center for booking.  No bail has been set.

 

Stephen Lindsey North, 39, 111 South Greenwood Street, Lebanon, TN, was arrested on December 23, 2019, at 2:06 am for illegal carrying of a weapon and criminal mischief- false report.

A deputy was dispatched to Highway 182 near the Centerville Fire Department in reference to a caller who advised that his vehicle had broken down, he was running and was scared for his life. Upon arrival, the deputy made contact with another deputy who had previously arrived at the scene and made contact with North, who was illegally carrying a firearm. North was transported to the St. Mary Parish Law Enforcement for booking. Bail was set at $1,500.

 

George Lane Torres, 28, 155 Nini Road, Bayou Vista, LA, was arrested on December 23, 2019, at 4:49 am on a warrant for a parole violation.

A deputy was handling a complaint when he made contact with Torres. An NCIC check revealed that Torres held an active warrant out of Austin, Texas. Torres was transported to the St. Mary Parish Law Enforcement for booking and is awaiting extradition to another agency.
