Arrest Report, December 30, 2019

St. Mary Parish Sheriff Blaise Smith advises that over the last 72-hour reporting period, the Sheriff's Office responded to 105 complaints and reports the following arrests:

 

Kendall Reid Banks, 24, 286 Foxglove Drive, Patterson, LA, was arrested on December 27, 2019, at 8:06 am for speeding, driving under suspension, expired license plate, and no insurance.

A deputy was traveling on Highway 90 near Shady Side when he observed a vehicle traveling over the posted speed limit. The deputy conducted a traffic stop and made contact with the driver, Banks. Through the stop, dispatch advised that Banks' driver's license was suspended and he had no insurance on the vehicle. Banks was arrested and released on a summons to appear on March 11, 2020.

 

James Ray Thoune, 27, 634 Sebbys Street, Morgan City, LA, was arrested on December 27, 2019, at 9:33 am on two warrants for failure to appear on the following charges:

  • Distribution of marijuana
  • Possession of marijuana with intent to distribute
  • Possession of oxycodone hydrochloride
  • Transactions involving proceeds from drug offenses
  • Hit and run driving
  • Operating a vehicle without a license

A deputy made contact with Thoune, who held active warrants for his arrest, at a location on Southeast Blvd. in Bayou Vista.  Thoune was transported to the St. Mary Parish Law Enforcement Center for booking. No bail has been set.

 

Amekia D. Thomas, 44, 923 Chitimacha Trail, Franklin, LA, was arrested on December 27, 2019, at 3:11 pm on a warrant for failure to appear on the charge of simple battery.

A deputy was dispatched to Chitimacha Trail in reference to a crash. During the investigation, the deputy made contact with Thomas and was advised by dispatch that she held an active warrant for her arrest. Thomas was transported to the St. Mary Parish Law Enforcement Center for booking. Thomas was later released on her own recognizance.

 

James Christopher Hebert, 33, Boudreaux Road, New Iberia, LA, was arrested on December 27, 2019, at 12:12 pm on a warrant for failure to appear on the charges of operating a vehicle while license is suspended/revoked/canceled, careless operation of a motor vehicle, and operating a vehicle without proof of insurance.

A transportation deputy made contact with Hebert when she transported him to the St. Mary Parish Law Enforcement Center from another parish. Hebert was booked on the active warrant and incarcerated. No bail has been set.

 

Mandi Nicole Hatfield, 32, 708 Arkansas Street, Morgan City, LA, was arrested on December 27, 2019, at 3:46 pm on three warrants for failure to appear on the charges of possession of methamphetamine (2 counts) and possession of alprazolam.

A deputy was contacted by the Patterson Police Department in reference to a female subject in their office who held active warrants. Upon arrival, the deputy made contact with the female subject, identified as Hatfield, and transported her to the St. Mary Parish Law Enforcement Center for booking. No bail has been set.

 

Gerard Phillip Arcement, 57, 131 Even Court, Pierre Part, LA, was arrested on December 28, 2019, at 8:22 pm for license plate lights required and possession of schedule III drugs.

A deputy was patrolling the area of Highway 182 in Amelia when he observed a vehicle without operable license plate lights. The deputy conducted a traffic stop and made contact with the driver, Arcement, and a passenger. Through the stop, drugs belonging to Arcement were found. Arcement was transported to the St. Mary Parish Law Enforcement Center for booking. Arcement was released later on a $1,500 bond.

 

Linda Marie Mire Dauzat, 52, 127 Laura Drive, Patterson, LA, was arrested on December 29, 2019, at 9:06 pm for possession of heroin, possession of methamphetamines, and possession of legend drug without prescription.

A deputy was patrolling the area of Highway 317 in Centerville when he observed a vehicle fail to give a proper signal when making a turn. The deputy conducted a traffic stop and made contact with the driver and two passengers, one identified as Dauzat. Through the stop, drugs belonging to Dauzat were found. Dauzat was transported to the St. Mary Parish Law Enforcement Center for booking. No bail has been set.

 

Jrevon Jamarcus Anderson, 26, 119 Easy Street, Franklin, LA, was arrested on December 29, 2019, at 2:03 am on a warrant for failure to appear on the charges of criminal damage to property, entry on or remaining in places or on land after being forbidden, and disturbing the peace.

A deputy was assisting the Baldwin Police Department with a vehicle crash when it was learned that the driver, Anderson, held an active warrant for his arrest. Anderson was transported to the St. Mary Parish Law Enforcement Center for booking and was later released on a $1,500 bond.

 

Lisa Callais, 52, 113 Andras Street, Bayou Lourse, LA, was arrested on December 29, 2019, at 6:13 am for driving while intoxicated, possession of methamphetamine, and possession of drug paraphernalia.

A deputy was patrolling the area of Amelia when he was dispatched to a local business in reference to a female who was asleep behind the wheel of a vehicle in the parking lot with the motor running. Upon arrival, the deputy made contact with the female, identified as Callais.  Through the investigation, the deputy conducted field sobriety in which Callais performed poorly. Drugs and drug paraphernalia were also located in the vehicle. Callais was transported to the St. Mary Parish Law Enforcement Center for booking. No bail has been set.

 

Shannon Wright, 29, 116 Pecan Street, Patterson, LA, was arrested on December 29, 2019, at 4:58 pm for unauthorized entry of inhabited dwelling, criminal trespass, disturbing the peace by language, and resisting arrest or officer.

A deputy was dispatched to a residence on Pecan Lane in reference to Shannon Wright being at the residence causing a disturbance. Upon arrival, the deputy made contact with Wright and through the investigation, the deputy learned that Wright had entered the residence without permission. Wright was transported to the St. Mary Parish Law Enforcement Center for booking. No bail has been set.

 

Jasmene Galliano, 30, 6859 Tom Hebert Road, Lake Charles, LA, was arrested on December 29, 2019, at 7:10 pm for proper equipment required on vehicles, driving under suspension, and possession of legend drug without prescription (2 counts).

A deputy was patrolling the area of Highway 90 in Bayou Vista when he observed a vehicle without a license plate clearly visible. The deputy conducted a traffic stop and made contact with the driver, Galliano. Through the stop, dispatch advised that Galliano's license was suspended. The deputy also found pills for which Galliano had no prescription. Galliano was arrested and released on a summons to appear on March 11, 2020.

 

Christopher Lynn Welcome, 35, 2203 Claude Leblanc Road, New Iberia, LA, was arrested on December 29, 2019, at 10:44 pm for driving while intoxicated and improper lane usage.

A deputy was responding to a suspicious person complaint at the Calumet Boat Launch. While en route, the deputy was informed that the suspicious vehicle had left and was traveling toward Highway 90 when another deputy conducted a traffic stop on the vehicle due to the vehicle crossing the centerline several times. Upon arrival, the deputy made contact with the driver, Welcome.  Through the investigation, the deputy conducted field sobriety in which Welcome performed poorly. Welcome was transported to the Franklin Police Department for chemical testing, which resulted in a 0.203g% blood alcohol concentration. Welcome was transported to the St. Mary Parish Law Enforcement Center for booking. Bail was set at $2,750.

 

NARCOTICS DIVISION

Travis Holly, 40, 129 Friendship Alley, Amelia, LA, was arrested on December 27, 2019, at 3:29 pm on the following charges:

  • Failure to signal
  • Following too close
  • Possession of alcoholic beverages (open container) in motor vehicles
  • Resisting a police officer with force or violence
  • Possession of schedule I with intent to distribute (Heroin)
  • Possession of schedule I (Marijuana)
  • Transactions involving drug proceeds

A deputy was traveling on Highway 90 East when he observed a vehicle traveling in the right lane. The vehicle almost struck another vehicle that was traveling in front, then made a lane change without giving a signal. The deputy conducted a traffic stop and made contact with the driver, Holly. During the stop, the deputy located drugs on Holly's person and Holly attempted to flee on foot. Holly was taken into custody and transported to the St. Mary Parish Law Enforcement Center for booking. Bail was set at $105,500.

 

K9/NARCOTICS DIVISION

Efrain Vega Serrano, 51, 1201 Spruce Street, Morgan City, LA, was arrested on December 28, 2019, at 1:34 pm for proper equipment required and possession of a legend drug without a prescription. Serrano also held two MCPD warrants for failure to appear on the charges of possession of marijuana and possession of drug paraphernalia.

A deputy was patrolling the area of Amelia when he observed a vehicle with an inoperable taillight.  The deputy conducted a traffic stop and made contact with the driver, Serrano. During the stop, K9 Buddy was deployed to conduct an open-air sniff.  K9 Buddy showed a positive odor response on the vehicle, and subsequently drugs were located in the vehicle. Serrano was transported to the St. Mary Parish Law Enforcement Center for booking. No bail has been set.

 

Koby C. Blair, 21, 127 Marcel Road, Bayou Vista, LA, was arrested on December 27, 2019, at 12:45 pm for possession of schedule IV (Xanax) and possession of a firearm in the presence of a CDS.

A deputy responded to assist with a suspicious vehicle at the end of Marcel Lane in Bayou Vista. Upon arrival, the deputy made contact a detective who requested that K9 Buddy be deployed to conduct an open-air sniff.  K9 Buddy showed a positive odor response on the vehicle, and subsequently, drugs were located in the vehicle. A firearm was also located in the vehicle. Blair was transported to the St. Mary Parish Law Enforcement Center for booking. Blair was later released on a $4,500 bond.
