Arrest Report- July 28, 2020

St. Mary Parish Sheriff Blaise Smith advises that over the last 24-hour reporting period, the Sheriff's Office responded to 28 complaints and reports the following arrests:

Morrquise Veiryeon Leisuan Charles, 19, 722 Leona Street, Morgan City, LA, was arrested on July 27, 2020, at 3:08 pm for possession of marijuana. Charles was released on a summons to appear on October 22, 2020.

Glen R. Jones, 55, 229 Pickett Lane, Franklin, 125 Ridgeview Drive, Broussard, LA, was arrested on July 27, 2020, at 5:20 pm on a warrant for failure to appear on the charges of operating a vehicle while license is suspended/revoked/canceled, failure to stop/yield at a stop sign, and signaling required. No bail has been set.

Edna Mae Riles, 65, 438 Branch Street, Baldwin, LA, was arrested on July 27, 2020, at 10:26 pm for maximum speed limit and driving under suspension. Riles was released on a summons to appear on October 22, 2020.

Ingrid Shantaziea Jack, 30, 229 Pickett Lane, Franklin, LA, was arrested on July 28, 2020, at 1:27 am for driving while intoxicated. Jack was released on a $2,500 bond.

NARCOTICS SECTION

Joseph Butler James, 39, 1019 Oakdale Street, Franklin, LA, was arrested on July 27, 2020, at 6:35 pm on the following charges:

  • Possession of schedule I (heroin) over 28 grams with intent to distribute
  • Possession of drug paraphernalia
  • Violation of uniform CDS law, drug-free zone
  • Transaction involving drug proceeds from drug offenses
  • Possession of a CDS in the presence of a minor
  • Second or subsequent charges

Charnise Safford, 43, 1019 Oakdale Street, Franklin, LA, was arrested on July 27, 2020, at 6:35 pm on the following charges:

  • Possession of schedule I (heroin) over 28 grams with intent to distribute
  • Possession of drug paraphernalia
  • Violation of uniform CDS law, drug-free zone
  • Possession of a CDS in the presence of a minor

Detectives with the SMPSO Narcotics Section executed a search warrant at a residence on Oakdale Street in Franklin, LA, the home of Joseph James and Charnise Safford. During the search warrant, drugs and drug paraphernalia belonging to James and Safford was found. $900 in cash in James' possession was also seized as detectives believe it was gained from illegal narcotics sales. There were two juveniles in the residence, which is located within 1000 feet of a church.  James and Safford were transported to the St. Mary Parish Law Enforcement Center for booking.  Safford was released on a $15,000 bond. James was released on a $17,000 bond.

 

Chad Allen Ross, Jr., 27, 1708 East Garner Street, Morgan City, LA, was arrested on July 27, 2020, at 10:37 pm on the following charges:

  • Failure to signal
  • Improper lane usage
  • Aggravated flight from an officer
  • Obstruction of justice
  • Possession of a firearm by a convicted felon

A K9 deputy was assisting another deputy with a traffic stop on Highway 90 East when he observed a vehicle traveling eastbound towards them. The vehicle changed lanes without signaling, ran up behind another vehicle, crossed the solid white shoulder line, and changed lanes again without signaling.  The K9 deputy attempted to conduct a traffic stop but the vehicle accelerated and continued to travel at a high rate of speed. As the K9 deputy followed the vehicle he observed the driver throw what appeared to be a handgun from the vehicle. The vehicle continued to travel through Amelia, Siracusaville, to Morgan City where the it struck a tree and a mailbox before coming to a stop. The K9 deputy made contact with the driver, identified as Ross, and a passenger. As Ross was taken into custody, another deputy located the firearm at the location where the K9 deputy saw the firearm thrown from the vehicle. Ross was transported to the St. Mary Parish Law Enforcement Center for booking.  Bail has been set at 45,500.
