Arrest report with sheriffs badge and sheriffs patch

St. Mary Parish Sheriff Gary Driskell advises that over the last 96- hour reporting period, the Sheriff's Office responded to 183 complaints and reports the following arrests:

 

Russell Picard Jr., 40, Jeanerette, LA, was arrested on September 11, 2026, at 9:44 am on three warrants for the following charges: 

  • Attempted 2nd degree rape
  • Molestation of a juvenile
  • Indecent behavior with a juvenile
  • Criminal trespass
  • Theft
  • Unauthorized use of a motor vehicle

 

On the date of June 26, 2026, deputies responded to a complaint of a possible sexual assault involving a juvenile. As the investigation was opened, it was handed over to the SMPSO Criminal Investigations Division, and detectives investigated the incident involving Russel Picard, Jr., and a juvenile. The juvenile had told a family member of the incident, who in turn reported it to the SMPSO. 

Through the investigation, detectives obtained evidence that Picard had indeed touched the juvenile in an inappropriate manner and submitted the evidence to a judge. A warrant was obtained for the charges of Attempted 2nd degree rape, molestation of a juvenile, and indecent behavior with juveniles. 

On September 10, 2026, Jeanerette Police Department made contact with Picard and arrested him on the warrant and two other SMPSO warrants. On September 11, 2026, Picard was transferred to the St. Mary Parish Law Enforcement Center for booking. Bail was set at $495,000. The investigation is ongoing.

Catina Marie Butler, 51, Franklin, LA, was arrested on September 12, 2026, at 7:05 pm for driving while intoxicated and battery of emergency room personnel. Bail was set at $5,000.

 

Anthony Noel Jr., 36, Thibodaux, LA, was arrested on September 12, 2026, at 12:15 pm a warrant for Lafourche Parish for failure to appear on child support, and on a separate warrant for first degree robbery. Noel is being held for another agency.

 

Blake Joseph Billiot, 42, Franklin, LA, was arrested on September 10, 2026, at 10:44 am on a warrant for failure to appear on the charge of domestic abuse battery. Bail was set at $3,000.

 

William Ollie Ware III, 37, Franklin, LA, was arrested on September 11, 2026, at 2:38 am for domestic abuse battery.  Bail has not been set at this time. 

 

Hope Lin Cubbedge, 47, Bayou Vista, LA, was arrested on September 14, 2026, at 12:59 am on a warrant for failure to appear on the charge of theft.  Bail was set at $2,500. 

 

Jessie Cephur Davis, 34, Morgan City, LA, was arrested on September 13, 2026, at 11:53 pm for second-degree battery.  Davis continues to be incarcerated at the St. Mary Parish Law Enforcement Center.

 

Mark Anthony Hilliard, 43, Patterson, LA, was arrested on September 13, 2026, at 11:53 pm for second-degree battery.  Hilliard continues to be incarcerated at the St. Mary Parish Law Enforcement Center.

 

Quincy Jacoby Jones, 40, Franklin, LA, was arrested on September 13, 2026, at 11:53 pm for second-degree battery.  Jones continues to be incarcerated at the St. Mary Parish Law Enforcement Center.

 

Walter David Rodriguez Carias, 19, Metarie, LA, was arrested on September 12, 2026, at 8:33 pm on the following charges:

  • Turning movements and required signals
  • Vehicle entering highway from private road/driveway/alley
  • Driving on divided highways
  • One way roadways and rotary traffic islands
  • Obstruction of highway-aggravated
  • Aggravated flight from officer
  • Driving on roadway laned for traffic
  • Obedience to police officers/weights/standards
  • Traffic control signals
  • Stop signs/yield signs
  • False imprisonment

Bail was set at $112,000.

 

NARCOTICS SECTION

 

Tina Stelly, 55, Shreveport, LA, was arrested on September 10, 2026, at 4:58 pm on the following charges:

  • Improper lane usage
  • Possession of schedule II CDS (methamphetamine) with intent to distribute
  • Possession of schedule I CDS (synthetic marijuana) with intent to distribute
  • Possession of drug paraphernalia

Steve Scully Sr., 60, Morgan City, LA, was arrested on September 10, 2026, at 4:58 pm for possession of schedule II CDS (methamphetamine) with intent to distribute, Possession of schedule I CDS (synthetic marijuana) with intent to distribute, and possession of drug paraphernalia. 

On September 10, 2026, Narcotics Detectives were stationary on East Main Street near Ratcliff Lane in Ricohoc when they observed a vehicle commit a traffic infraction and conducted a traffic stop. 

Through the stop, contact was made with the driver, Stelly, and her passenger, Scully. As the investigation progressed, drugs were found, and both Stelly and Scully were transported to the St. Mary Parish Law Enforcement Center for booking. 

Bail was subsequently set at $91,000 for Scully and $71,500 for Stelly.
